Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, met Gianni Buquicchio, President of the European Commission for Democracy through Law (Venice Commission). He stated that the key problem of the Ukrainian constitutional process is the fact that "the Constitution was changed, but is not being observed." He suggested introducing the exam for the government officials to test their knowledge of the Fundamental Law.
The Head of the Parliament deems necessary "to pay special attention not to the chapters on authority division, but to the key clauses on fundamental civil rights and liberties." He calls for choosing between two ways of social development either the European or the Post-Soviet one to shape the future approaches to numerous issues.
According to V. Lytvyn, fundamental tasks in the constitutional process concern domestic affairs of Ukraine, its foreign policy, human rights, and future perspectives. He called for the nation-wide discussion of these issues.
"The Constitutional Assembly shall shape the state strategy. The Constitution shall be based on the knowledge of Ukrainian history, its traditions with appreciation of modern processes, tendencies and place of Ukraine in the global community." V. Lytvyn hopes that the constitutional dialogue in Ukraine will develop in this manner.
The Chairman of the Verkhovna Rada declared, "It is a key task for the society that people shall feel the responsibility of the authorities, while the authorities shall realize their responsibility before the people." He believes that drastic reforms should be implemented in the sphere of corruption counteraction and constitutional process.
V. Lytvyn also expects the essential bills to be drafted so that the recommendations and conclusions of the Venice Commission are observed.
